The United States Treasury Department is engaging in direct talks with Russia to explore potential economic cooperation, amid ongoing efforts to end the conflict in Ukraine. This development was confirmed by Steve Witkoff, the special envoy of the US President, following his meeting with Russian President Vladimir Putin in St Petersburg.
The discussions between Witkoff and Russian economic envoy Kirill Dmitriev addressed possible future trade relations, including diesel supplies to the United States and Russian fertilizer exports. These negotiations come at a time when US sanctions, imposed following Russia’s invasion of Ukraine, continue to limit significant areas of bilateral trade and investment.
Witkoff stated that the US Treasury is working independently with Dmitriev to identify economic opportunities that could arise if relations between the two nations improve. While the talks have touched on postwar economic prospects with Ukrainian officials, Witkoff did not elaborate on whether sanctions relief, investment agreements, or alterations to existing financial restrictions are part of the discussions.
During the meeting, Putin highlighted plans for Russian diesel shipments to the US, including an initial delivery of approximately 40,000 metric tons, contingent on the completion of financial arrangements. He also offered to supply American farmers with fertilizer, suggesting that the announcement of these supplies has already contributed to a decrease in global diesel prices. Witkoff welcomed this development, noting the potential benefits for American consumers and the easing of cost pressures on farmers and transport operators.
Despite the focus on economic matters, Witkoff emphasized that resolving the Ukraine conflict remains a top priority. He proposed the resumption of trilateral negotiations involving the United States, Russia, and Ukraine to identify practical steps toward a peace settlement.
These discussions suggest that Washington and Moscow are considering economic issues alongside diplomatic efforts, but significant challenges persist in resolving the conflict and shaping the future of US-Russia relations. No comprehensive agreement to restore normal trade relations was announced, and the impact of these talks on existing sanctions remains uncertain.
